Eight months ago, California voters approved Proposition 64, making the recreational use of marijuana by those 21 and older legal. In barely more than six months, state officials have to make sure Prop 64 becomes a reality by putting a legal and regulatory framework in place.

Regulations for production and sale of adult-use cannabis are due at the beginning of 2018, and the scope of the rollout is huge — including cultivation, manufacturing, testing, distribution and sales.

“The clock is ticking,” said Lori Ajax, the chief of the state’s Bureau of Medical Cannabis Regulation for California, who in charge of coordinating California’s efforts to oversee a cannabis industry that some estimate may soon be worth between $4 billion to $7 billion. “We all know what we have to get done and failure is not an option for us.”

Other states have legalized recreational marijuana laws but California is by far the largest to do so — both in terms of population and in size of its agricultural base — and principals in every sector of the cannabis industry are watching closely.

UC Berkeley and HelloMD Release Study on Cannabis Use as a Substitute for Opioid and Non-Opioid Based Pain Medication

Study indicates patients prefer medical marijuana to opioids when managing chronic pain

Key findings:

  • 97% “strongly agreed/agreed” that they could decrease their opioid use when using cannabis
  • 92% “strongly agreed/agreed” that they prefer cannabis to treat their medical condition
  • 81% “strongly agreed/ agreed that cannabis by itself was more effective than taking cannabis with opioids. The results were similar when using cannabis with non-opioid based pain medications.

California Bill Would Ban Cannabis-Branded Hats, T-Shirts, Other Merchandise

Senate Bill 162, by state Sen. Ben Allen (D-Santa Monica), would prohibit state-licensed cannabis businesses from advertising “through the use of branded merchandise, including, but not limited to, clothing, hats, or other merchandise with the name or logo of the product.” It’s a measure aimed at reducing children’s exposure to cannabis ads, but some in the industry say it amounts to legislative overreach and could end up doing more harm than good.

Last month the Senate passed the measure unanimously, 40–0, and it’s now parked in an Assembly committee.

 

California Bill Will Allow Pot Sales on County Fairgrounds

The bill has received backlash from anti-legalization groups.

The passage of Senate Bill 94 by the California Legislature effectively rewrote the rules for both medicinal marijuana licensing and recreational use by repealing the previous regulatory rules—the Medical Cannabis Regulation and Safety Act—and folding provisions of the Control, Regulate and Tax Adult Use of Marijuana Act into a new act, the Medicinal and Adult-Use Cannabis Regulation and Safety Act.
