BUREAU OF CANNABIS CONTROL

The Bureau of Cannabis Control (Bureau) announced today that the first of three public hearings for our proposed non-emergency cannabis regulations will be held on Tuesday, August 7 in Oakland. The hearing is intended to provide the public with an opportunity to voice their opinions on the rulemaking process.

During the hearing, the public is welcome to present oral comments or submit written comments in person as it pertains to the Bureau’s proposed regulations.

Oral comments given at the hearing will be recorded by the Bureau. To ensure that all hearing attendees have an opportunity to provide oral comments, each speaker may be limited to a specific amount of time to comment. Those who wish to provide an oral comment may also wish to bring a written comment to submit at the hearing.

CalCannabis Holds Santa Barbara Hearing During Comment Period for Cultivation Licensing

Sparse crowd shows up at gathering to offer comments on rules for marijuana growers

In contrast to the packed meetings Santa Barbara County held on cannabis cultivation regulations, a small group gathered at a CalCannabis hearing Tuesday to give feedback on state licensing.

About 12 people showed up to the Hilton Santa Barbara Beachfront Resort for the third in a series of public hearings across the state with representatives from CalCannabis, a division of the California Department of Food and Agriculture overseeing cannabis cultivation regulations.

There were no formal presentations at the hearing, just opportunities for people to offer comments on rules for marijuana growers.

California’s three state cannabis licensing authorities  — CalCannabis Cultivation Licensing, the Bureau of Cannabis Control and the Manufactured Cannabis Safety Branch — published proposed new rules in the California Regulatory Notice Register on July 13.

The publication starts the formal rule-making process to adopt non-emergency cannabis regulations and marks the opening of a 45-day public comment period. So far, the state has been issuing temporary licenses, not permanent ones.

“This is part of the public process and part of the rule-making process,” CalCannabis director Richard Parrott said.

Southern California Coalition, California Growers Association Will Collaborate on Political Interests and Industry Leadership

Two of the state’s largest industry trade organizations are combining forces at a critical time in the California market’s growth.

Representing more than 1,600 cannabis businesses across the state of California, two leading trade organizations are coming together to leverage institutional knowledge and bold political voices to advance the interest of those constituents. The Southern California Coalition and the California Growers Association have found common ground at a time when the state’s cannabis industry is still struggling to get out of the gate.

“We have crossed many thresholds over the last two decades, but we have yet to figure out a way to stop the infighting or create a statewide unified political voice that represents everyone who is licensed or is seeking a fair pathway to being licensed in the industry,” Hezekiah Allen, executive director of the California Growers Association, said in a public statement. “Regardless of cultural differences with the industry, our members work in an ecosystem that requires us to come together, so we are able to amplify our voice and raise red flags when regulations are harmful to patients, consumers, businesses or lack common sense. This collaboration will help ensure our voice is heard no matter if decision makers are at the state, county or local level.”

The two groups represent a broad swath of the state’s licensed industry: cultivators, manufacturers, distributors and retailers. Brian Blatz, founder of Verdant Distribution and a board member of the Southern California Coalition, told Cannabis Business Times that the primary goal of this collaboration is to keep the focus on local and state licensing—and to ensure that all interested businesses have a shot at competing in the largest cannabis marketplace in the world.
