A California state Senate committee has advanced legislation intended to permit legal cannabis delivery into vast “cannabis deserts,” where local and cities and counties have banned marijuana businesses from operating.

Senate Bill 1302 seeks to allow cannabis delivery to private residences—even to those in communities with strict bans on cannabis businesses.

Despite those bans, Ricardo Lara, a Democrat from the Los Angeles County community of Bell Gardens, is arguing that California communities cannot keep licensed cannabis delivery drivers from neighboring jurisdictions off local roads.

On Wednesday, Lara’s legislation, Senate Bill 1302, was passed out of the Senate Government and Finance Committee. It seeks to allow cannabis delivery to private residences for adult use and medical cannabis consumers – even to those in communities with strict bans on cannabis businesses.

From gummy bears to cookies to even bath bombs, just about any sort of product that can be infused with concentrated THC (the chemical in marijuana that creates the high) was seized recently when Fresno police raided an illegal marijuana dispensary.

Those arrests and seizure of products happened Thursday afternoon.

“Constantly our department receives complaints from citizens about marijuana dispensaries within our city,” said Fresno Police Chief Jerry Dyer.

While California voted to make pot legal in the state, local leaders have yet to allow marijuana dispensaries to set up shop within the city.

“Just the product that we seized in this one dispensary, over $217,000 retail value. So there’s a lot of money to be made,” said Dyer.

A cannabis testing company is gearing up for regulatory changes in California and looking ahead into the Canadian market as the lab industry appears poised for growth alongside the overall space.

On Monday (April 30), EVIO Labs (OTCQB:EVIO), a cannabis testing company, expanded its presence in California thanks to the acquisition of Leaf Detective, a testing lab based in Humboldt County.

William Waldrop, CEO of EVIO, said in a statement that Leaf Detective’s facilities will be upgraded to meet new testing standards, and are set to be operational by the end of the third quarter.

San Luis Obispo will become the first city in the county to allow recreational marijuana stores after the City Council approved its new cannabis ordinance on Tuesday.

The City Council unanimously passed the draft cannabis law, which allows up to three retail storefronts on major arterial roads, including Broad Street, South Higuera and Tank Farm Road.

The ordinance is awaiting some final legislative tweaks before it becomes official. It won’t take effect until the city addresses how cannabis will be taxed. The council is looking to put a tax measure on the November ballot and will discuss possible rates at its May 15 meeting.

The council also voted to establish six zones throughout the city where all cannabis industries will be required to operate, including testing, manufacturing, delivery, cultivating and retail services.

Marijuana has come to Woodlake and with it, the expectation of big tax dollars.

Valley Pure opened its doors to the public this week, nearly 18 months after voters approved recreational use of marijuana in California.

The long-awaited Woodlake business is the first recreational dispensary to open in Tulare County.

While many local cities opposed the idea of making the drug more easily accessible, Woodlake officials saw the demand and decided to welcome businesses to the city.

They welcomed dispensaries, a second will open this summer, along with cultivators and testers.

“We’ve been working really hard to make sure Woodlake is getting from us what they need,” said Wes Hardin, Valley Pure general manager. “We want to be stewards of our industry.”
