Cities and towns across Alberta are looking for details — and possibly cash — from the provincial government in anticipation of legal recreational marijuana next year.

The newly elected president of the Alberta Urban Municipalities Association, Barry Morishita, said the NDP government has been good at keeping municipalities in the loop as it works through cannabis legalization.

But the Brooks mayor said municipalities are still looking for answers in some areas as the July 1, 2018, deadline for legalization moves ever closer.

Money, as usual, is a major issue.

British Columbia has become the latest province to lay out its plan for regulating recreational marijuana, announcing that pot sales will be allowed through both public and private stores to buyers who are at least 19 years old.

B.C. is following other provinces in keeping the age of consumption, purchase and possession of marijuana consistent with alcohol and tobacco laws, which Solicitor General Mike Farnworth said Tuesday will more effectively protect young people and eliminate the black market.

“We know that the largest consumers of cannabis are young people,” Farnworth said when asked about evidence from health experts on the danger of cannabis on the developing brains of people older than 19.

The Manitoba government’s new cannabis retail guidelines will allow patrons to buy pot in store or order online — but you won’t be allowed to get high on your own homegrown supply unless you have a medical licence to do so.

The Progressive Conservative government tabled its Safe and Responsible Retailing of Cannabis Act Tuesday, which will prohibit cultivation in the home, even after weed becomes legal in Canada — something the federal government has said it wants to see happen by July 1, 2018.

QUEBEC

Title:  Quebec municipalities vying for one third of pot tax revenues. Municipalities union argues that expenses like police training mean they merit a share of the pot sales

Extract:

Not one gram of legal cannabis has yet been sold in Quebec, but municipalities in the province are already clamouring for their share of tax revenues from its sale.

Once pot is legal, as of July 2018, the Quebec government wants more than one half of the tax revenues generated by the sale of cannabis. Quebec municipalities want one third.

Legalization will entail additional costs for municipalities, according to Alexandre Cusson, the new president of Quebec’s union of municipalities (UMQ). Given that, he said, they should receive a proportional share of the proceeds.
