Salary

$34.16 – $54.66 Hourly

$71,061 – $113,698 Annually

This position is a Pay Band LH

Purpose of Position

Interviews will be conducted within two (2) weeks of job posting close date.

Why does the job exist?

Provide legal advice and support to Cannabis Control Division (CCD) senior management, executives and staff employees on complex and difficult legal and management issues involving the cannabis industry, Division programs, budgets and legislation and participates on management teams to develop and implement strategic plan to meet the agency mission.

How does it get done?

This position will prepare legal documents, including letters, pleadings, reports, memoranda, Department rules and related documents; assist in the coordination and implementation of CCD compliance and enforcement programs and represent the CCD in compliance and enforcement actions; negotiate settlements and integrate agency policies and legal positions with those of
other state agencies to accomplish the State¿s overall policies and goals; conduct administrative hearings addressing constitutional, statutory and regulatory requirements and writes recommendations or final decisions determining the relevant facts and applying relevant laws and regulations; interpret, draft and promulgate statutes, rules and regulations in accordance
with the governing laws, Division objectives and goals, and cannabis industry; and provide supervision and evaluation of the Division’s Law Clerk and Citation Manager.

Our customers are licensed individuals, establishment owners or applicants from the cannabis industry and members of the public who are dependent on, or have an interest in the products and services the cannabis industry provides.

The successful candidate must understand priorities and demonstrate the ability to proactively anticipate needs, drive improvements, complete tasks and projects with a thorough attention to detail, multi-task, and work independently. Exceptional organizational skills are required, strong communication (writing and verbal) and interpersonal skills are a must.

Minimum Qualification

Juris Doctorate degree from an accredited school of law and four (4) years of experience in the practice of law. Must be licensed as an attorney by the Supreme Court of New Mexico or qualified to apply for limited practice license (Rules 15-301.1 and 15-301.2 NMRA). Employment Requirements

The selected candidate will be required to successfully pass a background check and maintain a valid driver’s license.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive computer and phone usage. Some sitting, standing, bending and reaching may be required.
