Colorado Dept of Revenue: RULEMAKING ANNOUNCEMENT WORK GROUP SUSTAINABILITY / SCIENCE & POLICY

The Colorado Department of Revenue’s Marijuana Enforcement Division is facilitating a rulemaking
work group to collaborate with stakeholders on the following subjects:

● Sustainability: The work group panel will examine and discuss (a) best practices for
sustainability in the cannabis industry and (b) current rules related to licensee waste
management and disposal. For example, the work group will review waste disposal rules in
Part 3 of the Colorado Marijuana Rules, 1 CCR 212-3, including rules previously adopted to
implement Senate Bill 18-187 (concerning marijuana fibrous waste) and Senate Bill 19-224
(concerning marijuana consumer waste reuse and recycling). See Rule 3-230 – Waste
Disposal; Rule 3-235 – Transfers of Fibrous Waste; and Rule 3-240 – Collection of Marijuana
Consumer Waste.

● Science & Policy: The work group panel will present and discuss recommendations from the
Science & Policy Work Group established in 2018 in coordination with the Colorado
Department of Public Health & Environment. Panel members will present recommendations
from a series of public meetings held between January 29, 2020 and July 21, 2020. To the
extent time permits, the work group panel may present and deliberate on other relevant rules.
The Division may also reserve deliberation on certain subjects for the “Catch-all” work group
meeting, scheduled for August 18, 2020.
