LA’s next cannabis licensing window opens Oct. 20

The next round of marijuana business licensing in Los Angeles will begin Oct. 20 at 2 p.m. PT, the city’s Department of Cannabis Regulation announced Monday.

The application window currently has no scheduled closing date.

Licenses available through the upcoming round will be for delivery companies, distributors, nonvolatile manufacturers and testing labs.

However, the agency emphasized, all delivery licenses are reserved for qualified social equity applicants, per a change to city ordinance adopted in July by the City Council.

Delivery, Distribution, Non-Volatile Manufacturing and Testing Lab Commercial Cannabis Activity Application Processing Period Opens on October 20, 2020 at 2:00 p.m.*

On October 5, 2020, the Department of Cannabis Regulation posted a notice on its website pursuant to Los Angeles Municipal Code (LAMC) Sections 104.06.1(e)(2) and 104.06.1(f)(2).

The notice states that on Tuesday, October 20, 2020 at 2:00 p.m., DCR will begin accepting commercial cannabis license applications for delivery, distribution, non-volatile manufacturing and testing labs. **Please note that, initially, delivery application processing will be available only to previously verified Social Equity Applicants.** Applications for distribution, non-volatile manufacturing and testing will be available to all interested Applicants. Information regarding how to be verified as a Social Equity Individual Applicant under the expanded eligibility verification criteria, pursuant to LAMC Section 104.20(b), will be provided at a later date this calendar year. Upon verification, eligible Applicants will be able to submit commercial cannabis license applications for delivery, as this processing period is indefinite.

All Applicants are required to first complete the Pre-Application Review process and, after being deemed eligible for further processing for one or more license types, then required to complete the Temporary Approval process in order to receive temporary authorization to engage in commercial cannabis activity. All Applicants can prepare for both the Pre-Application Review process and Temporary Approval process ahead of time by visiting DCR’s website to review related Application Procedures and Resources.

All Applicants will be issued invoices for the Pre-Application Review and Temporary Approval application fees in accordance with LAMC Section 104.19(a).

*The “application processing period” refers to the date and time that applicants will be able to access application(s) on the DCR online portal (Accela) based on a universal clock maintained by Accela. Applicants will be able to log-in to the portal prior to the application processing period.

**Please note that Applicants applying for a delivery license must be verified as a Social Equity Individual Applicant pursuant to LAMC Section 104.20(a) or (b)**
