Under the supervision of the Executive Director of the Georgia Access to Medical Cannabis Commission.

This position will serve as a lead regulatory compliance manager for applications, complaints, and enforcement for all Commission matters. The nature of the position involves designing application receipt and review processes, review of detailed license and renewal applications, preparation of complaints cases for investigations, preparation of investigations cases for disposition, and oversight of vendor data systems for complex laboratory, seed-to-sale tracking, and complaints. The position requires expertise with state government complaints and compliance systems necessary for regulatory compliance oversight of a controlled substance. The position provides daily oversight of complaints of product safety issues, non-compliance, and patient safety issues, qualified personnel registration, as well as application and renewal process for all licenses issued by the Commission.

This position is responsible for enforcing state laws, rules and regulations through application review, inspection and data reports, and regulatory compliance and enforcement. Regulated firms include cannabis production facilities, colleges and institutes of higher education, and dispensaries. The Regulatory Compliance Manager shall ensure active managerial control of quality control risk factors, mandatory reporting protocols are being followed, and the tracking of product is maintained from seed to sale or proper destruction.

Through daily oversight, the position may require supervising licensing analysts, ensuring contract provisions are met, and overseeing contractor work. This position will manage direct subordinate staff, perform audits, and assist in the development of policies and procedures.

ESSENTIAL DUTIES and RESPONSIBILITIES :

Manage and support direct subordinate staff by articulating and communicating performance and project goals, expectations and deliverables, as well as ensuring consistency in work performed.

Create and maintain a high performance environment characterized by positive leadership and strong team orientation.

Monitor and evaluate performance of the program area and subordinate staff.

Develop, recommend, or implement innovative approaches to address concerns and drive continuous improvement. This may include developing new methods, policies, and procedures to further program goals.

Participate in regular meetings with leadership and teams to present data trends and recommendations for action, enforcement, and improvement.

Advance statutory and industry standards.

Manage program area metrics, deliverables, timelines, finances, and reports.

Interpret applicable health and sanitation laws and regulations.

Advise inspectors and stakeholders on technical issues in a timely manner. Review and evaluate current and proposed State and Federal laws and regulations which may affect the GMCC including making appropriate recommendations for rule changes, program guidelines, and methods of enforcement.

Coordinate investigative activities, including regular and random sampling of data, quality assurance, and complaint investigation with all parties involved. Additionally, review, evaluate, and initiate appropriate and timely follow-up activities.

Assist Executive Director, Legal, and Investigations with projects related to the GMCC mission.

Receive and respond to inquiries by phone, e-mail, and in-person that concern cannabis in Georgia and handle these inquiries in a timely, polite, and professional manner.

Provide complete and accurate information in a timely manner to the general public, industry personnel, and other stakeholders.

Work cooperatively with other GMCC teams towards a common goal and mission.

Review and evaluate rule variance requests from licensees.

Advise appropriate leadership of problems and/or trends within the cannabis industry in Georgia.

Work closely with the leadership team by alerting of compliance issues and work to establish the best form of action to achieve long term patient health, public safety, and compliance.

Support the establishment and conduct of training and standardization processes.

Engage in liaison and outreach activities, and attend educational training courses.

Actively engage and participate in meetings/workgroups with association groups, industry groups, academia, and other cannabis initiatives.

Plan, develop, and present relevant material regarding cannabis to various consumers, industry, regulatory, and other organizations as requested in a cohesive manner.

Participate in training seminars and workshops.

Work independently and ensure timely, accurate, and regular communication between GMCC employees, management, and stakeholders.

Perform other duties as assigned by the Executive Director.

MINIMUM QUALIFICATIONS :

Note: A JD or licence to practice law is not required for this position. The following applies:

Completion of a master’s degree in agronomy, science, biology, chemistry, public affairs, public administration, business administration or a related field/area from an accredited college or university AND one year of related supervisory experience in the area of assignment OR completion of a bachelor’s degree in a related field from an accredited college or university AND two years of directly related experience in the area of assignment OR six years of experience in the area of assignment, three years of which were in a supervisory role.

PREFERRED QUALIFICATIONS :

Preference will be given to applicants, who, in addition to meeting the Minimum Qualifications, possess knowledge, skills,and abilities in the following areas:

Eight+ years of significant management level experience in a state regulatory compliance setting;

Working knowledge of state regulatory compliance, licensing, and inspection programs;

Working knowledge of licensing systems, compliance systems, and regulatory reporting systems;

Familiarity with state laws and regulations and the rules promulgation process;

Excellent written and oral communication skills;

Strong organizational skills and a demonstrated track record of working independently to achieve metrics;

Working knowledge of computer operating systems and applications; and

Working knowledge of computer based inspection software and reporting.

Qualifications

:

Juris Doctorate from an accredited college or university AND licensed to practice law in Georgia AND Three years of related legal experience.
