Reefton hemp farmers Sarah Gibson and Aaron Silcock, trading as Larry’s Gold, were threatened with a $100,000 fine and loss of licence by Medsafe.
Gibson said it was “bureaucracy gone mad”.
A Medsafe spokesman said the two products – EPIK Daily Drops and EPIK Hemp Balm – were considered to be medicines as they contained CBD, which was a scheduled ingredient and prescription medicine.
“Therapeutic claims about the products were being made. When a product is intended for therapeutic purposes, it falls within the scope of the Medicines Act 1981,” he said.
It was an offence under the act to sell, supply or advertise a medicine that had not been approved for supply by Medsafe.
“Medsafe has engaged with the company supplying these products and provided regulatory guidance.”
