The Oregon Health Authority (OHA), Public Health Division (PHD), Center for Health Protection, Oregon Psilocybin Services (OPS) section in Portland, Oregon has a fantastic career opportunity for a Compliance Program Manager (Public Health Manager 1).

 

This position oversees the regulation of licensees, psilocybin product tracking, compliance with statute and administrative rules, and develops processes that align with overarching agency and public health goals.

 

This is a full-time, management service position, not represented by a union.

What will you do?
The Oregon Psilocybin Services Compliance Program Manager manages supervises and evaluates compliance with statutorily mandated requirements for licensure for the manufacturing of psilocybin, facilitation and provision of psilocybin services, and product testing. The Manager is responsible for overseeing the inspections, investigations, enforcement, and compliance for licensees, including complaints and potential violations which could result in denial of licensure, relinquished licensure, and/or assessment of civil penalties.

 

This Manager develops and supervises the core processes for the compliance program consistent with Department of Administrative Services, Oregon Health Authority, Public Health Division, Center for Health Protection, and Oregon Psilocybin Services Section policies and directives. In addition, this position will demonstrate the ability to perform job duties as assigned with a health equity lens; identify complex, challenging, or unique internal and service delivery problems and issues; interpret statutes (ORS), administrative rules (OAR), and OPS policies; and communicate across agencies and the public.

Minimum Qualifications:

Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor’s degree in a related field.

 

Desired Attributes:

  • Demonstrates the ability to make complex decisions daily, based on knowledge of Oregon Revised Statute (ORS), Oregon Administrative Rule (OAR), the Administrative Procedures Act (APA), and organizational policy and procedure, while ensuring accountability and compliance within guiding rules and laws.
  • Experience monitoring program expenditures and revenues to assure fiscal responsibility and accountability, projecting revenues, managing procurement processes and oversight of contracts, and identifying potential resources and opportunities to address goals and objectives of the program.
  • Experience developing, implementing, monitoring, and revising policies, procedures, and systems for compliance program operations, including conducting site inspections, investigations, evaluating investigation materials to determine whether a violation occurred and severity of violation, issuing enforcement actions, and the tracking of psilocybin products.
  • Strong ability to manage a team, including human resource components such as hiring, employee professional development plans, annual reviews, and disciplinary actions, as well as developing and maintaining a team-based approach to continuous systems and performance improvement of the compliance program.
  • Demonstrate the ability to perform job duties with a health equity lens, identify complex, challenging, or unique internal and service delivery problems and issues, and communicate with partners, across agencies and with the public by representing the mission, vision, and goals.
  • Ability to ensure programs and services are high quality, well managed, responsive to the needs of individuals and organizations served and delivered with respect and integrity through strong written and verbal communications skills.
  • Experience promoting health equity, addressing systemic health disparities, and collaborating with diverse, vulnerable, and underrepresented populations.

 

Working Conditions:

HYBRID: At least 75% of the work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite. On site work occurs in a standard office environment with no unusual physical demands or exposures.

 

The person in this position will need to access remote work technology such as Citrix, VPN, Microsoft Office, Outlook and MS Teams and division network drives. The position will also need eventual access to program licensing, reporting, and tracking systems to be developed during the two-year development period.
