The Dangerous Drugs Board (DDB) yesterday warned the public against using vape refills that are laced with cannabinol, a psychoactive substance found in marijuana that produces high sensations.
The DDB affirmed the Food and Drug Administration (FDA)’s warning against a mamon or chiffon cake-flavored vape refill named “Gluttony” that has been found to contain liquid cannabis.
“Cannabinol, being a cannabinoid extracted from the cannabis plant, is prohibited under the Comprehensive Dangerous Drugs Act. Therefore, the manufacture, distribution, sale, purchase, possession and use of products containing cannabinol is banned,” the DDB said.
In an advisory issued on Friday, the FDA ordered vape shops and other establishments to stop selling the product.
The agency also directed law enforcement agencies and local government units to ensure that the product is not distributed in their areas.
The FDA said the illegal substance in the product poses health hazards.
The DDB said anyone caught selling, buying or using the product would face drug charges.

Statement of the Dangerous Drugs Board on the Vape Product Containing Marijuana
The Dangerous Drugs Board (DDB) affirms and reiterates the warning issued by the Food and Drug Administration (FDA) against the purchase and use of a vapor product refill, bearing the brand name “Gluttony” and flavor “Mamon,” found to contain cannabinol.
The issuance of such warning is necessary as the use of the product brings both serious health and legal implications.
We would like to remind the public that under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002, as amended, the importation, cultivation, distribution, sale, purchase, possession, or use of cannabis or marijuana in any form, or any part or portion of the plants and seeds thereof, and all its geographic varieties, whether as a reefer, resin, extract, tincture or in any form whatsoever, is illegal.
Cannabinol, being a cannabinoid extracted from the cannabis plant, is included in the prohibition. Therefore, manufacture, distribution, sale, purchase, possession, and use of products containing cannabinol is prohibited.
The cannabinol content, as verified by tests done by FDA, of the vapor product refill “Gluttony-Mamon” makes it not only harmful but also illegal. Anyone who will be caught selling, purchasing, or using the product shall face charges for violating RA 9165. Thus, the DDB reminds law enforcement agencies to be on the lookout for clandestine sale of the product.
Moreover, the Board also appeals to the public to be cautious of products containing unknown and unregulated substances noting the possible health risks and criminal liabilities they may have when used or possessed.
The manufacture, sale, distribution, purchase, possession, or use of the vapor product refill “Gluttony-Mamon” may be reported to the Dangerous Drugs Board, Philippine Drug Enforcement Agency, Philippine National Police, and the National Bureau of Investigation.
