It is almost 100 years since cannabis first became subject to international control under the 2nd Geneva Convention on Opium. The nature of those international controls was revisited by the UN Single Narcotic Drugs Convention 1961 as amended – the aim of which is to limit the possession, use, trade in, distribution, import, export, manufacture and production of cannabis exclusively for medical and scientific purposes.
Ten years ago, Colorado and Washington became the first jurisdictions to regulate cannabis for non-medical adult use. Since then, a further seventeen states plus the District of Columbia have followed suit. Today the regulated cannabis industry is worth $45 Billion and has created 428,000 jobs.
The market for medical and non-medical cannabis has created opportunities for practising lawyers in the jurisdictions which have chosen to regulate. Legislation is now before the United States Congress, and it is only a matter of time before the Federal government ends the prohibition on cannabis and the restrictions placed on the regulated cannabis industry.
In this round table discussion, we ask three prominent American attorneys who specialise in Cannabis Law to give their insights into the regulated cannabis industry in the United States and the challenges of running a practice in this fast-emerging field.

Mitzi Vaughan, Shareholder – Karr Tuttle Campbell LLP.
Mitzi Vaughn is a shareholder at Karr Tuttle Campbell in Seattle, Washington. She represents clients in matters of cannabis regulatory compliance, corporate transactions and governance, and intellectual property. She was a founding board member of the International Cannabis Bar Association and currently sits on its advisory board.
Lara De Caro, Partner – Leland, Parachini, Steinberg, Matzger & Melnick LLP.
Lara L. DeCaro is a business attorney and mediator. She has concentrated her legal career in the areas of intellectual property, corporate governance and compliance, commercial transactions, real property, and mediation. Most of her clients came from highly-regulated industries and she translated that knowledge into a comprehensive medical cannabis business practice over the past 12 years. She has also represented event venues, entertainment providers, art galleries, authors, banks, recycling companies, investors, franchisors, an airport, and various small business owners. Whatever their industry Lara takes pride in getting to know her clients and working with them from start-up to wind-up.
Moderator
Niall Neligan is a Barrister and Lecturer in Law at Technological University Dublin. His research field is Drug Policy Law Reform and Cannabis Regulation. Niall is a member of the Advisory Board of the International Cannabis Bar Association.

This free seminar is designed for members of the legal profession, members of the judiciary, in-house counsel, parliamentary counsel, government officials, academics and law students. There will be a small number of tickets for the general public.
The aim of this seminar is to provide a comprehensive understanding of the regulated cannabis industry in the United States and the role of the legal profession. Delegates will also learn about theInternational Cannabis Bar Association(INCBA) a global community of the most experienced legal practitioners serving the regulated cannabis industry.
