Marijuana Enforcement Division

The Marijuana Enforcement Division (MED) is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. First formed in 2010 as the Medical Marijuana Enforcement Division, the MED has developed a leading-edge approach to commercial marijuana regulation and is considered a global regulatory and industry leader. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. The MED promotes transparency and innovation by utilizing a collaborative approach to engaging with stakeholders and by proactively and positively pursuing solutions to issues in a fast-paced professional environment. Description of Job

 

This position is responsible for managing and directing the activities of the Marijuana Enforcement Division including licensing, communications, regulatory compliance, industry education, enforcement, and investigations. The Director must ensure the Division meets all requirements and deadlines as outlined in the State Constitution and the Colorado Revised Statutes relating to the regulation of marijuana in Colorado.

Specific duties of this position include: Continually evaluating the overall function of the Marijuana Enforcement Division. Developing and leading the strategies for operational and administrative improvements. Leading the implementation of change management in identified specific areas of the Division’s operations and administration. Making decisions and leading the strategic operational plan regarding the Division’s operations and administration. Consistently evaluating operations to ensure the mission and vision of the agency are reflected in the work product of the Division. Developing a strategy to evaluate and lead the implementation for quality operational systems which comply with State and Federal law, rules, and regulations. Designing and leading the function of a work efficient environment with maximum productivity. Evaluating and developing creative and innovative methods and guidelines for internal systems to provide full flexibility to better serve the Division’s internal and external customers. Leading all change in methodology and systems improvement at the Division and other duties as assigned by the Executive Director

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

 

Minimum Qualifications:

Bachelor’s degree
AND
Six years of professional experience in business, public administration or law enforcement that included at least two years experience with second-level supervisory responsibilities over professional staff, and high level program management experience which included the planning, development and implementation of budgets, policies, procedures and objectives necessary to achieve the goals of an organization or program, along with the development of a strategic plan.

Required Competencies

  • Administrative law enforcement or regulatory environment experience
  • Legislative processes experience
  • Management level experience of one or more programs or disciplines
  • Fiscal oversight and budget implementation experience
  • Extensive management and leadership experience, including organizational assessment and restructuring, staff recruitment, selection, supervision, and retention, etc.
  • Experience in interpreting governmental rules, regulations and laws
  • A demonstrated ability to work with elected and high profile positions and officials at the federal, state and local government levels
  • A proven ability to work effectively with private business from a regulatory or law enforcement position

Preferred Qualifications
  • Superior personnel management skills that included leadership of mid level managers with authority over multi-disciplined business units
  • Demonstrated ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive ability and demonstrated experience working with the general public, professionals, consultants, and staff, with sensitivity to their needs, and establishing and meeting priorities Well established negotiation skills and an aptitude for building consensus through cooperation and coalition-building

  • Proven experience in budget, financial and contract management

Necessary Special Requirements

Applicants must successfully pass a background investigation and a tax check prior to appointment to position. Applicants must possess and maintain a Colorado driver’s license.
