US Hemp Roundtable: Full-Spectrum Hemp and CBN Under Threat – HB3000 Oregon

There’s a critical rulemaking in Oregon that has national implications.  And we need YOUR help to protect full-spectrum hemp extract and CBD.

Earlier this year, the Oregon legislature passed House Bill 3000, legislation with an intent that we strongly support: Intoxicating cannabis products should not be sold at retail, nor to minors, but rather only through adult-use cannabis channels.

Unfortunately, in drafting regulations to implement this new law, the Oregon Liquor and Cannabis Commission (OLCC) outkicked their coverage.  The new rules would ban most full-spectrum hemp extract products, as well as non-intoxicating cannabinoids like CBN, from the general marketplace.  Meanwhile, most very-low-THC products that qualify for retail sale would be subject to onerous 21+ age restrictions. In so doing, the OLCC has relied on anecdotal evidence, with no focus on science or general practices in the marketplace.

Today, the U.S. Hemp Roundtable submitted preliminary comments urging the OLCC to reverse course and follow legislative intent.  (You can read them here.) But to amplify our position, we are conducting – and will share with the OLCC – a survey of the hemp and cannabinoid marketplace.  Our goal is to demonstrate the devastating impact the new rules would have on farmers, retailers and consumers.  Worse yet, as the first of a kind rulemaking in the country, Oregon could set a dangerous precedent for the rest of the nation.
