Extract:  The panel heard from representatives of the state banking commission on the financial hurdles to legalizing something that is a federal crime.

Matt Simon, New England political director for the Marijuana Policy Project, also testified, calling prohibition a complete failure.

“Prohibition hasn’t worked. If it had worked, we would not be here having this conversation. The idea was that it was going to stamp out use and we know that hasn’t happened,” Simon said.

A recent study claims 160,000 Granite Staters regularly use marijuana, spending 350,000 each year.

Extract:  At least seven physicians have registered to prescribe medicinal marijuana to patients who suffer uncontrollable epileptic seizures, though advocates hope that number will grow.

“It’s not going to satisfy the need, but we’re not concerned either,” said Sindi Rosales with the Epilepsy Foundation of Central and South Texas. “I think there’s much more interest than what the seven registered doctors represent.”

WASHINGTON

Below is a message concerning recreational home grows sent today from WSLCB Director of Legislative Relations Chris Thompson to selected members of the Legislature.  Mr. Thompson’s message summarizes the WSLCB’s approach to the legislative-directed study. We have posted the report on our website here  https://lcb.wa.gov/marj/homegrow-study

Communications Director

Washington State Liquor and Cannabis Board

Honorable Members –

The Legislature in 2017 enacted, and Gov. Inslee signed, ESSB 5131.  Section 24 of the bill directed the Washington State Liquor and Cannabis Board (WSLCB) to study regulatory options for recreational marijuana home grows and provide findings and recommendations to “the appropriate committees of the Legislature” by December 1, 2017. In view of the subject matter content in the report, we are sending this report to the most directly relevant policy as well as fiscal committees of the House and Senate.

In conducting this study, the Legislature directed the WSLCB to consider the federal guidelines under the Cole Memorandum issued by the United States Department of Justice on August 29, 2013, which allows individual states to implement marijuana legalization policies, provided such states enact strong and effective regulatory and enforcement systems that address public safety, public health, and law enforcement concerns as outlined in the memorandum.

Pursuant to the above referenced enactment, the WSLCB is pleased to provide you our findings and recommendations. The WSLCB considered many options from tightly regulated approaches to no regulations but ultimately dismissed any considerations not consistent with the Cole Memo. Within the study you’ll find an Executive Summary of the agency’s task and recommendations. Detailed recommendations and considerations begin on page 8.

On behalf of the Board and agency leadership, we stand ready to answer any questions you may have about the study. Thank you.

Chris
