The report goes on to say

Rather than spelling out every regulation in law, the legislators propose a marijuana control board to fill in the details, paralleling the state’s liquor control board. Members would be appointed by the governor.

Most of those who sat in on the meeting support legalization, but those like Lamoille County Sheriff Roger Marcoux, who is dead set against the legalization of marijuana, sat in to understand the debate, so they can be prepared if the bill does not ultimately go up in smoke, and to understand what it means for enforcement.
