The Colorado Department of Revenue (CDOR) employs approximately 1,600 hard-working and dedicated employees throughout Colorado. We can be seen performing functions as varied as auditing and collecting taxes, issuing driver licenses and motor vehicle titles, marketing lottery products, and regulating liquor, gaming, horse racing, marijuana, and the auto industry in order to assist the citizens of our state.

Marijuana Enforcement Division
Vision:
This position is responsible for managing and directing the activities of the Marijuana Enforcement Division including licensing, communications, regulatory compliance, industry education, enforcement, and investigations. The Director must ensure the Division meets all requirements and deadlines as outlined in the State Constitution and the Colorado Revised Statutes relating to the regulation of marijuana in Colorado.
Specific duties of this position include: Continually evaluating the overall function of the Marijuana Enforcement Division. Developing and leading the strategies for operational and administrative improvements. Leading the implementation of change management in identified specific areas of the Division’s operations and administration. Making decisions and leading the strategic operational plan regarding the Division’s operations and administration. Consistently evaluating operations to ensure the mission and vision of the agency are reflected in the work product of the Division. Developing a strategy to evaluate and lead the implementation for quality operational systems which comply with State and Federal law, rules, and regulations. Designing and leading the function of a work efficient environment with maximum productivity. Evaluating and developing creative and innovative methods and guidelines for internal systems to provide full flexibility to better serve the Division’s internal and external customers. Leading all change in methodology and systems improvement at the Division and other duties as assigned by the Executive Director
Minimum Qualifications:
Bachelor’s degree
AND
Six years of professional experience in business, public administration or law enforcement that included at least two years experience with second-level supervisory responsibilities over professional staff, and high level program management experience which included the planning, development and implementation of budgets, policies, procedures and objectives necessary to achieve the goals of an organization or program, along with the development of a strategic plan.

A proven ability to work effectively with private business from a regulatory or law enforcement position

Necessary Special Requirements

Years will be expressed in terms of full-time equivalent service with full-time workload equal to one (1) Full-Time Equivalent (FTE) year.
