CCAP is a small California agency consisting of five Panel members who provide quasi-judicial review of decisions issued by the Department of Cannabis Control (DCC) on annual cannabis licenses or applications. CCAP exists to make the appeals process easy, accessible, and cost-effective for all annual cannabis license holders and applicants.
A wide range of decisions affecting an annual cannabis license holder may be reviewed by CCAP. Decisions that CCAP may review include denial of an annual license application; denial of an application for renewal of an annual license; license probation; new license conditions; fines or other financial penalties against the license or licensee; or the cancellation, suspension, or revocation of an annual license.
If you are an annual license holder facing an unfavorable action by the DCC, you may first have a hearing before the Office of Administrative Hearings (OAH). After OAH has ruled on your hearing, the DCC will let you know, and will issue a final decision. After that, you will have 30 days from the decision’s effective date to file an appeal with CCAP. As soon as CCAP receives your appeal forms, any penalties against your license will be temporarily put on hold until CCAP decides otherwise.
