This week, the Agency of Commerce and Community Development (ACCD) will host a brief informational webinar introducing a new partnership between ACCD, Vermont State University (VTSU), and LaunchVT. This collaboration will support an in-person workshop series aimed at providing Social Equity License Applicants and Cannabis Business Licensees with access to a series of small in-person workshops focused on cannabis business education.

Rule and guidance updates

The 2025 Rule Amendments have been posted to the CCB website and will take effect on July 15, 2025.

With these updates, CCB staff is working through many updates to our Guidance Library. Here are the documents that have been updated so far:

• Outdoor Security Practices Guidance

  • Formerly fencing guidance. Updated to reflect 2025 rule amendments with less emphasis on fencing.

• Adult-use Fee Guidance
  • Formerly licensing fee schedule. Updated to reflect that renewal payment required when application is submitted.
• Product Labeling & Product Registration Guidance
  • Updated to include multi-dose gummies guidelines, new requirements for harvest date on labels, and more.

NEW: Transport manifest form

Included in the 2025 CCB rule amendments is an update to 2.2.7 — Transportation of Cannabis and Cannabis Products.

Subsection (g) details that establishments can either use their own transport manifest (if it includes all requirements detailed in 2.2.7(g)) or otherwise they should use the CCB’s own version of the form. CCB staff have made this form available on our website. The form is a fillable PDF that can be downloaded and used electronically, or cannabis establishments can print and complete manually.
