• & ‑: The Ministry is proposing a “Fernverschreibungs‑ und Versandhandelsverbot” for cannabis flowers, which, as I understand it, would restrict the supply to in-person pharmacy dispensing.
• : The BMG observes a significant increase in cannabis flower imports since the Cannabis Act (CanG) came into force in April 2024. Concurrently, it notes a rise in telehealth platforms issuing private prescriptions without prior in-person medical consultations. The Ministry views these trends with concern.
• Comments on the draft are due August 1, 2025—a short window that underlines BMG’s intent to move swiftly.
• Specific timeline, potential amendments and final approval remain uncertain.
If enacted, the German medical cannabis market would face significant operational shifts. This would affect clinics, pharmacies, importers, and even foreign cultivators/producers.
