Medical-only cannabis dispensary licensing in Vermont is paused.
Siting and credentialing of such dispensaries are on hold after the Cannabis Control Board’s July 30 meeting. All new retail licensing has been paused since October, and siting rules are being developed to help address market issues.
The Legislature provided the CCB with authority to create a program for retailers to obtain medical use endorsements. They can sell medical grade products and provide services not allowed to those without the designation.
Counting about 15 or 16 retailers immediately interested in the endorsement and more than 100 new medical card applications in recent days, board member Kyle Harris said the program “hopefully explodes.”
“I want to see how that takes off so a pause feels kind of right,” he said.
He also wants to see if medical card holders are underserved in parts of the state.
Medical use endorsements are “opening more sites than have ever existed to possible access for medical patients,” said Gabe Gilman, general counsel for the CCB.
“We’ve gone from the tiny handful everybody was really worried about to having a potential 100 plus additional sites for medical patients to obtain medical products,” he said. “And we have the instruction from the General Assembly in the rulemaking section of the dispensary chapter to merge these systems to make them as consistent as possible and implicitly not to run parallel systems side by side at high expense, with all the inconsistency and irrationality that that entails.”
