The Department of Cannabis Control has released new draft regulations that could reshape how California cannabis businesses operate.
Combined Activities License (CAL)
Created under SB 1064, the CAL would allow a business to conduct two or more cannabis activities under one license at a single premises (excluding testing labs). This could include combinations of cultivation, manufacturing, distribution, and retail. DCC is seeking input on which activity pairings should be allowed, how canopy size should be defined for cultivation, and whether there should be limits on the total number of activities under one license.
Multi-Batch Products
The Department is also considering allowing retail sale of cannabis goods that include multiple batches packaged together. The proposal would cap multi-batch products at three batches with the same product identity, require each batch to have its own COA, and still hold the final product to serving and package THC limits.
Both proposals raise important questions about market flexibility, consumer protection, and operational feasibility.
