Germany’s Federal Institute for Drugs and Medical Devices (BfArM) has raised the maximum cannabis import limit for medical and scientific use to roughly 192.5 tonnes, a sharp increase from its previous cap of 122 tonnes.
n 2024, Germany imported about 71.1 tons of medical cannabis, more than double the 32.5 tons brought in during 2023 before the drug was removed from the country’s Narcotics Act.
The Federal Ministry of Health has pointed to this sharp increase in imports, despite only a modest rise in insurance-covered prescriptions, as the reason to establish further restrictions on medical cannabis. Those who oppose restrictions argue the increase is simply do to the market maturing.
In the second quarter of 2025, the country imported more than 47 tons of cannabis, nearly half of it from Canada. That marked an increase over the first quarter, when Canadian shipments totaled just over 17 tons. Portugal, often serving as an intermediary for Canadian exports, was the second-largest source with more than 14 tons.
