Paraguay new regulations establish that medical cannabis products may only be sold in duly authorized pharmacies and dispensaries, excluding any other form of marketing.

Paraguay has new regulations that organize and reinforce the use of medicinal cannabis in the country. This is Resolution No. 488/2025, issued by Dinavisa, which enables the marketing of medicinal products derived from marijuana under medical prescription, quadrupled prescription and strict health supervision.

The regulations establish that these products may only be sold in duly authorized pharmacies and dispensaries, excluding any other form of marketing. The objective is to guarantee the traceability of products, control of the sales circuit and patient safety.

Far from representing a new legalization or a change of course, the resolution is part of an evolution of the legal framework for medicinal cannabis in force in Paraguay since 2018, when the law that enabled the therapeutic use of the plant and its derivatives was approved. The new provision seeks to organize its practical application and reinforce the medical and health approach.

One of the central points of the regulations is the role of the doctor. As of this resolution, health professionals are authorized to prescribe medicinal cannabis for symptoms associated with various pathologies, in accordance with the criteria defined by the health authority. The requirement for a quadrupled prescription aims to strengthen the control and registration mechanisms of this type of treatment.

From the health field, the standard reinforces supervision over the entire process, from prescription to dispensing, in order to ensure that medicinal cannabis is used exclusively for therapeutic purposes and under professional monitoring.

With this resolution, Paraguay advances in the consolidation of a regulated medicinal cannabis scheme, aligned with international standards and based on public health, state control and patient protection.
