Wholesale cocaine prices in Europe are falling – while seizures are down as well.

At the margins of the 69th UN Commission on Narcotic Drugs (CND) we just launched the 4th issue of the European Drug Trends Monitor at a Global Initiative against Transnational Organized Crime side event.

The new issue focusses on the current dynamics on the European cocaine market – a market that despite massively increased enforcement efforts shows a remarkable capacity of adaptation.

The cocaine market has become an innovation lab of organized crime, and it creates sufficient capital to invest in these innovations and to scale them up.

Recent developments in cocaine seizures at major European ports reveal a growing divergence between visible enforcement outcomes and the underlying dynamics of supply.

While total volumes intercepted at principal maritime hubs in north-west and southern Europe declined sharply during 2024 and 2025, indicators drawn from wholesale pricing, retail availability and field-based qualitative market observations point to a market that remains well supplied.

Wholesale prices in major cocaine entry point have been constantly decreasing in the past two years, while cocaine seizures went down.

It’s not that less cocaine is finding its way to Europe – criminal adaptation has been outsmarting us.
