The Department of Cannabis Control (DCC) is providing notice of the adoption of emergency regulations. These
The request to separate your
- Legal business name of the existing A- and M-license
- License number of the existing A- and M-license
- Legal business name of the related entity
- Federal Employer Identification Number (FEIN) for the related entity
- California Department of Fee and Tax Administration (CDTFA) seller’s permit number for the related entity
- Business formation documents for the related entity
The new M-license may be held by a different entity from the existing license. However, the ownership listed on the existing license and the related M-license must match exactly. Additionally, the license and new related license cannot share a CDTFA seller’s permit number or FEIN.
How to submit a request
The designated responsible party (DRP) may use Form 9207: Request to Separate M-designation Retail License to submit the request or email the information and supporting documentation to licensechange
The request must be submitted by the DRP using the email address listed for them in the license record. We encourage you to submit your modification request as soon as possible to avoid delays in obtaining a separate M-designated retail license before the close of the DEA’s priority registration window on June 26, 2026.
You must continue operating under your existing A- and M-designation until the request has been approved by DCC. Upon approval, separate A- and M-license certificates will be available in the license record.
Please be aware that pursuant to California Code of Regulations, title 4, section 15023.1(d)(1), licensees
To be clear, DCC is not advising businesses on whether pursuing federal registration is the right decision or whether this license modification is necessary to obtain registration approval. Licensees should continue consulting with their legal counsel and business advisors for guidance related to federal registration or operational changes.
