Cannabis-related Legislation Update – Second Regular Session of the 132nd Legislature (Medical & Adult Use)
This guidance aims to make Maine medical and adult use cannabis program participants aware of recent changes to the laws governing those programs during the Second Regular Session of the 132nd Legislature. All regularly enacted bills from the Second Regular Session go into effect on July 29, 2026. Read more.

Guidance on Updated Mandatory Testing Requirements for Edible Adult Use Cannabis Products (Adult Use)
This guidance addresses An Act Regarding Adult Use Cannabis Testing, P.L. 2025, ch. 764 (Emergency, Law without signature, April 19, 2026). That law eliminated mandatory contaminant testing for edible adult use cannabis products manufactured with cannabis concentrate that passed all mandatory testing before being made into an edible product. Read more.

Guidance on Adult Use Labeling for Radiation and Ozone Treatment and Remediation (Adult Use)
This guidance provides an overview of the Office of Cannabis Policy’s (OCP’s) suspension of the section of rule requiring labeling of adult use cannabis treated or remediated with radiation or ozone (18-691 C.M.R. CH. 30 §5 (3)(B)(3)). Labeling for the use of carcinogenic gases for treatment or remediation remains in effect. Read more.

Lessons from Licensing

Medical cannabis registrants are reminded that a “timely filed” complete renewal application is one that is submitted “no later than 30 days prior to the expiration date.” Applications filed less than 30 days prior to the expiration date of the current registration are treated as new applications and may result in a lapse in registration status.
The adult use statute also provides that a complete renewal application must be received no later than 30 days prior to the expiration date, and the late filing may result in a lapse in licensure. There is also a $2,500 late fee for adult use facilities.

Team OCP – Meet Elisa

Elisa Ellis first joined the OCP team in November 2020 as a Licensing Analyst. Since June 2021, Elisa has served as the Office’s Director of Licensing where she develops and implements all OCP licensing and registration procedures and oversees the Licensing Team.

“What I like best about my job is our part in helping a new business get started,” Elisa shared. “And how every day is different!”

Prior to joining OCP, Elisa owned her own law practice in Augusta focused on business law, landlord/tenant law, contract law, and general civil ligation. Outside of work, she enjoys being outside at any time of year spending time with her children.
