“The offshore company used the shares to raise at least $77 million.

“The Moscow bank’s funding of Jordan personally and, later, a company owned by his close business partner was never disclosed.”

Sanctioned Russian Bank Took Millions of Curaleaf Shares From Offshore Company Tied to CEO Boris Jordan

Tangela Holdings used millions of Curaleaf shares to secure financing from Credit Bank of Moscow until it couldn’t make payments because of “legal and operational restrictions.”

In 2024 and 2025, the world’s largest cannabis company, Curaleaf, disclosed two loans involving Tangela Holdings, a Cyprus-based company with deep ties to Curaleaf CEO Boris Jordan, totaling about $9 million.

These loans pale in comparison to the deals Tangela made behind the scenes.

Tangela acquired a large block of Curaleaf shares from companies controlled by Jordan, then used the Curaleaf shares to raise hundreds of millions of dollars from foreign counterparties, and lent money directly to Curaleaf and companies in Jordan’s business network.

Among its biggest deals: Tangela sold 15.5 million Curaleaf shares to Credit Bank of Moscow for $77 million in 2020, with an agreement to buy them back later with interest.

After the Moscow bank came under Western sanctions two years later, Tangela said “legal and operational restrictions” prevented it from completing the transaction. The bank took the 15.5 million Curaleaf shares in late 2023, which were worth approximately $58 million at the time.

Jordan’s longtime business partner, Mary Louise Ferrier, is Tangela’s director and owner, but Jordan maintained extensive ties to the offshore company.

Despite those ties, The Newsground did not find any Curaleaf filing in Canada or the U.S. that identified Tangela by name in connection with its Moscow financing or its dealings with Jordan’s companies.

Curaleaf reported $1.27 billion in revenue in 2025 operating dispensaries in the U.S. and elsewhere.

The Newsground revealed in Part I that federal grand juries in New York and Philadelphia investigated Curaleaf for money laundering and public corruption but that neither investigation ended with charges.
