Ecuador: Cannabis Regulation Citizen’s Initiative Fails To Collect Enough Signatures

The initiative for the regulation of responsible use of cannabis it came to an end. This August 20, 2026, the Plenary Session of the Assembly it resolved the impossibility of continuing with the processing of the proposal after a report issued by him National Electoral Council (CNE).

The Plenary learned of the resolution of the electoral body, in which it was determined that the initiative did not meet the necessary percentage of signatures. 

In that document it was specified that citizen Christian Andrés Albuja Terán, proponent of the popular normative initiative, was communicated with the new deadline to obtain the missing signatures. 

At the end of said period, it was found that there were 27,697 validated signatures of the 34,136 that, “by legal mandate it had to be enough to represent at least 0.25 % of the national electoral registry”.

In the CNE resolution it was also established that the records delivered had to be returned to the proponent. This task was entrusted to the National Directorate of Political Organizations. 

In this case, the proponent will be responsible for the use of the signatures collected once the process of processing the popular regulatory initiative has finished.
