Workgroup Updates
The Board members shared updates on the work of the various working groups. The Board provided the public with updates on ongoing discussions related to the Hemp workgroup, Retail Siting, Event Permits and Rescheduling workgroups.
Reminders
The Board issued reminders to the community about several items:

Cultivator Up-Tiering Deadline: The deadline for Tier 1 and Tier 2 cultivators who had outgrown their current license and wished to move up one tier is September 1, 2026.

Hemp and CBD Consumer Disclosure: Retailers selling hemp or CBD products were reminded of the requirement to provide consumers with the applicable disclosure and required warning (Rule 2.8.4(d)).

Changes to Principals and Controllers: The Board reminded establishments that, under Rule 1.17, they must receive Board authorization before adding or removing a principal or controller.
Consumer Privacy and ID Scanning
The Board continued its discussion of consumer privacy issues related to ID scanning and third-party applications used by cannabis retailers. The Board heard a report from staff containing some additional information from one of Vermont’s leading providers of integrated point-of-sale and e-commerce platforms for cannabis establishments.
Discussion further focused on the complexities and outstanding questions surrounding the use of the E-commerce Applications, including informed consent, data privacy, and compliance with CCB rules. The Board intends to continue gathering public and stakeholder input on these issues.
Advertising Guidance
The Board voted to adopt the latest draft of the Advertising Guidance.

This month’s Executive Director’s Report included expanded data on product registrations, along with new information and data related to the Medical Cannabis Program.
