Key Topics Under Consideration

The State Licensing Authority (SLA) is considering rule revisions to 1 CCR 213-1, including:

• Implementation of HB26-1325, including:
• Temporary Premises Permits
• Limited Sales Licenses
• Process for waiver or adjustment of testing requirements
• Clarifying application requirements
• Updating inventory tracking and Administration Session reporting frequencies

Note: These are some of the proposed topics. The SLA may consider additional rules or revisions necessary to interpret and implement the Natural Medicine Code.

As part of implementing HB26-1325, the State Licensing Authority previously adopted emergency rules for the Limited Regulated Natural Medicine Sales License. The application form DR 7725e for this new license category is now available on the NMD website.

To qualify for and operate under a Limited Regulated Natural Medicine Sales License, the entity applying must meet the following criteria:

• Co-Location: The license must be held by an entity co-located on the same licensed premises of the Healing Center where Administration Sessions occur.
• Common Ownership: The entity must share at least one common licensed owner with the co-located Healing Center. The common owner must have at least one natural person who is an owner associated with both licenses.
• Strictly Facilitated Use: Sales are strictly limited to transactions tied directly to consumption during a facilitated Administration Session at the Healing Center.
