Today the Oregon Psilocybin Services (OPS) section has published proposed rules on the Administrative Rules and Rulemaking webpage. Please note, we will not be receiving public feedback on proposed rules prior to the public comment period.
The proposed rules include significant changes to all fees, including elimination of reduced fees. Due to rising costs that are outside of OPS’ control, increasing fees is the only option to support budget and program sustainability.
OPS is solely supported by fees and limited tax revenue.
We understand that fee increases may disproportionately affect licensees who qualify for reduced fees and that fee increases may have significant impacts on the regulated community.
A Rules Advisory Committee (RAC) will discuss the proposed rules during the week of July 6-9, 2026. After the RAC meetings conclude, OPS will consider RAC input and revise the proposed rules as needed. OPS will publish the revised rules for public comment on September 1, 2026.
To share your feedback, please participate in the 21-day public comment period scheduled for September 1-21, 2026. At that time, members of the public are invited to submit written comments or provide verbal comments at the virtual public hearings on September 15 and 16, 2026.
After the public comment period concludes in September, OPS will consider feedback and finalize administrative rules and file final rules with the Oregon Secretary of State. OPS currently plans for the revised rules to become effective on January 1, 2027.
