SOUTH AFRICA’S CANNABIS CONTRADICTIONS ARE NOW ON THE RECORD
The MBOSA National Cannabis Dialogue brought government departments, legacy growers, traditional communities and industry into the same room. What emerged was a regulatory system that recognises private cannabis rights but still cannot provide a coherent route from cultivation to lawful commercial access.

South Africa’s cannabis reform has reached an uncomfortable stage. The country has constitutional protection for private adult cannabis use, a Cannabis for Private Purposes Act signed into law, medical cannabis regulation, hemp cultivation, government commercialisation plans and a sizeable existing market.
What it still does not have is a coherent legal chain connecting cultivation, processing, supply and the adult consumer.
That contradiction was placed squarely on the table at the MBOSA National Cannabis Dialogue in Kempton Park on 27 August 2026.
The meeting brought together traditional leaders, indigenous cultivators, informal traders, community organisations, researchers, legal specialists, activists, commercial participants and government officials. Its significance was not that another cannabis conference took place. South Africa has had enough meetings. What mattered was that the people living with the consequences of cannabis regulation were able to confront the departments responsible for different parts of the system at the same table.
The country’s legal position helps explain the difficulty.
