The number of medicinal cannabis products dispensed fell nearly 30% in the second half of 2025, marking the first significant decline since they were legalised a decade ago, a new report suggests.
Drugs policy think tank Penington Institute says 3.7 million units of medicinal cannabis — such as a bottle of cannabis oil or a jar of cannabis flower — were dispensed in the first half of 2025, based on data it obtained under freedom of information laws.
This number dropped to 2.65 million in the last six months of the year (see table below).
While reasons for the fall were hard to prove, it followed AHPRA’s warnings in July 2025.
