Division Responsibilities

The Health Products Regulation Group supports timely access to products that will help

achieve better health and wellbeing, whilst checking that these products do not themselves

put Australians’ health and safety at risk. We achieve this through regulation of therapeutic

goods and certain controlled drugs and drug substances. This applies to all such goods

exported, imported, supplied and manufactured in Australia.

Branch Responsibilities

The Office of Drug Control (ODC) regulates and provides advice on the import, export and

manufacture of controlled drugs, as well as the cultivation of cannabis for medicinal

purposes to support Australia’s obligations under International Drug Conventions.

 

ODC provides advice regarding travelling with controlled drugs, reports on activities to the

International Narcotic Control Board (INCB), applies amendments to international drug

controls in Australia and ensures Australians have access to essential medication. With

respect to cannabis cultivation, ODC is the ‘single agency’ required under the Single

Convention on Narcotic Drugs 1961, the controlling international treaty administered by the

United Nations.

 

Section Responsibilities

The Drug Control Section administers a legislatively-based control regime for licit drugs

covering border controls, manufacture and international reporting.

 

The section is responsible for granting permits and licenses that authorise the import and

export of certain narcotic drugs, psychotropic substances, precursor chemicals, and

anabolic/ androgenic substances controlled under the Customs (Prohibited Imports)

Regulations and Customs (Prohibited Exports) Regulations.

 

The section also collects data relating to manufacture and consumption of internationally

controlled substances to meet Australia’s obligations to the United Nations International

Narcotics Control Board.

 

Key Responsibilities

Compile and analyse data reports on Australia’s drug import, export and

manufacture activities. 

Build and sustain relationships with manufacture licence holders, state governments,

other Commonwealth stakeholders and the International Narcotics Control Board

(INCB) to ensure periodic reports are submitted within specified time periods. 

Collate and monitor data on narcotic drugs and medicinal cannabis. 

Develop guidance material and contribute to policy documents. 

Manage complex relationships with internal and external stakeholders. 

Work independently to manage the workflow and priorities of your immediate work

area.
