Parliamentary Adviser – Legislative Advisers/Media Advisers

Legalise Cannabis Victoria

 

About the Role
Parliamentary Advisers are a publicly funded position which play an important role in supporting Victoria’s Parliament and democracy. Working with the elected representatives for Legalise Cannabis Victoria (LCV), your work will require a high degree of trust, integrity and accountability to the public.

LCV is seeking to create a dynamic team of 3 to 5 committed Advisers with a mixture of complementary skills and a high level of enthusiasm. Our desired candidates will specialise in either legislation or media, or both. This is an exciting time for reform in Victoria and LCV MPs and staff will play a critical part in that process.

LCV is offering flexibility in terms of both employment status and hours worked (subject to the disciplines imposed by parliamentary life).

Parliamentary Advisers typically possess knowledge of the Victorian Parliament’s process and procedures, understand the role of State and Federal governments, and have an understanding of the electoral procedures.

About you

You will work with elected representatives from the Legalise Cannabis Victoria party to provide legislative/media support, this includes (but is not limited to):

Legislative Support:

  • Analyse bills and legislation and brief the Members
  • Prepare material for the Members on legislation and committee activities including policy briefs and proposals, inquiry preparation and reports, legislation preparation and amendments, questions without notice, questions on notice, adjournment matters, constituency questions and member statements
  • Provide support to the Member to prepare for Parliamentary sittings and Parliamentary Committee meetings and hearings
  • Research issues of interest to the Members and brief them about appropriate action and response
  • Undertake investigations and research and prepare correspondence and research papers on behalf of the Members
  • Prepare speaking notes and speeches for the Member
  • Provide advice and support in negotiating with external parties, including government, opposition and cross-bench MPs and staff
  • Maintain close working relationships with MPs and Ministerial staff

Media Support:

  • Monitor media during Parliamentary sittings and keep the Member informed
  • Provide standard and detailed responses/acknowledgements to correspondence received (via mail, email, or the Member’s social media pages)
  • Report to the Member on items of interest from press, constituent, or community contact
  • Monitor media sources, such as newspapers, radio, television, and internet for relevant and topical issues and as required, collect and store materials
  • Draft Media releases for the Members to inform their respective electorates on the work the Member has undertaken
  • On behalf of the Member, liaise with the press and electronic media to develop mutually beneficial working relationships

Key Selection Criteria:

  • Demonstrated understanding of cannabis law reform movement and/or Victoria’s cannabis sector
  • High level organisational ability, particularly in supporting the Member/s Parliamentary Sittings and Parliamentary Committee work, often to tight and demanding deadlines.
  • High level written and oral communication skills, with demonstrated ability to undertake complex research, investigations and draft reports, submissions, and complex correspondence.
  • High level commitment and ability to provide the highest level of client service in a challenging environment, providing sound advice and maintaining the strictest confidence on all issues.
  • High level of understanding and ability to provide advice and guidance on government and parliamentary processes.
  • In-depth knowledge of traditional and social media landscape and strong relationships with journalists and media outlets; ability to anticipate impact of a rapidly changing external policy and political environment and provide strategic advice.
  • High level stakeholder engagement skills and proven ability to collaborate with a diverse range of stakeholders from both State and Federal government levels, government departments and instrumentalities, local government, community organizations and lobby groups

Whilst these positions support the elected representatives from Legalise Cannabis Victoria, they are funded through the Public Administration Act 2005 and administered through the Department of Parliamentary Services.

The successful candidate/s will be required to demonstrate the Public Sector and Parliamentary Values and must not engage in work that is considered ‘party-specific activity’ in the performance of their duties.

Salary
Parliamentary Adviser salaries are set out in the Parliamentary Advisers Collective Agreement 2020.

Full-time and Part-time positions available.

$102,036 per annum (pro rata for Part-time) plus 10.5% employer superannuation contribution.

Job Type

A range of fixed term contracts, part-time or full-time options can be explored with the right candidates. Days and hours can also be negotiated through the interview process.

Pre-Employment Screening requirements

As part of the recruitment process candidates will be required to complete an Integrity Assessment.

All appointments are subject to receipt of a satisfactory National Name (Police) Check and Working with Children Check.
