EU Agricultural Policy: Hemp to Be Clearly Defined and Regulated
2025-05-26 | With several proposed amendments to Regulation (EU) No. 1308/2013, individual Members of the European Parliament are calling for a clearer legal framework for industrial hemp. Hemp (Cannabis sativa L.) is to be explicitly defined as an agricultural product grown for its seeds, flowers, fibers, hurds, and roots from varieties listed in the EU seed catalogue.
The use of all parts of the plant should remain permitted as long as the THC limits according to Regulation (EU) 2021/2115 are respected. This applies to both EU-grown hemp and imports. Specific rules are proposed for imports: seeds intended for sowing must include THC certification; seeds not intended for sowing may only be imported by recognized importers. The changes aim to secure market integration for fiber hemp and promote legal certainty for farmers and processors within the EU. A decision on the proposals has not yet been made.
