HF990 Implementation – What it Means

On June 2, 2026, Governor Reynolds signed HF990 into law. This legislation impacts the issuance of medical cannabidiol registration cards by Iowa HHS, including removal of the Iowa residency requirement to become a patient. This FAQ is provided to help stakeholders understand these changes that will be in effect on July 1, 2026, and how Iowa HHS will implement them. 

How is the law changing?

  • On July 1, patients are no longer required to provide proof of Iowa residence when submitting their application for enrollment in the medical cannabis program.

 

Can I use my healthcare practitioner from another state for certification?

  • No. Regardless of where a patient resides, certification must still be completed by a healthcare practitioner (MD/DO, ARNP, PA, Podiatrist) licensed in Iowa. 

Are there any changes to the patient application process?

  • The online application process will work in the same way, and valid government-issued identification is still required (driver’s license, non-operator ID, passport, etc.). The only change is that the application will no longer require proof of Iowa residency.

Do these changes apply to caregivers of patients?

  • No. Caregivers of patients must still either be a resident of Iowa or a resident of a bordering state. 

Can I use my medical cannabis card from a different state to purchase products at Iowa’s dispensaries?

  • No. Only patients with registrations cards issued by Iowa HHS can purchase products at Iowa dispensaries.

As an out-of-state patient, am I eligible for the reduced fee option?

  • Out-of-state patients are eligible for the reduced registration fee if they provide documentation demonstrating receipt of Social Security Disability (SSD) benefits, Supplemental Security Income (SSI) benefits or enrollment in a medical assistance program that is administered by a Medicaid enterprise.
