Contemporary Criminal Policy For The Prevention Of Narcotic Drugs And Psychotropic Substances In Algerian Law

Abstract
The study examines amendments to Algeria’s anti-narcotics laws (25-03 and 23-05) that strengthen institutional prevention. It highlights a dual approach combining therapeutic justice for users with stricter deterrence against trafficking, alongside measures such as mandatory screening, digitized prescriptions, and enhanced investigative tools. The study concludes that effectiveness depends on proper implementation, improved healthcare infrastructure, and specialized training for judges and investigators. تتناول هذه الدراسة تعديلات قوانين مكافحة المخدرات في الجزائر (25-03 و23-05) التي تُعزز الوقاية المؤسسية. وتُسلط الضوء على نهج مزدوج يجمع بين العدالة العلاجية للمتعاطين وردع أشدّ للاتجار بالمخدرات، إلى جانب تدابير مثل الفحص الإلزامي، والوصفات الطبية الرقمية، وأدوات التحقيق المُحسّنة. وتخلص الدراسة إلى أن الفعالية تعتمد على التنفيذ السليم، وتحسين البنية التحتية للرعاية الصحية، والتدريب المتخصص للقضاة والمحققين.
