Rhode Island Cannabis Control Commission Launches New
Adult-Use Retail Licensing Process
WARWICK, RI – The Cannabis Control Commission today announced the upcoming launch of the State’s revised Adult-Use Cannabis Retail Licensing process and released a suite of updated educational resources to assist prospective applicants as the Commission begins implementation of recent amendments to the Rhode Island Cannabis Act.
“The General Assembly and the Governor acted quickly to address the statutory issues identified by the federal court,” said Michelle Reddish, Chair of the Cannabis Control Commission. “Our focus is to maintain that momentum by implementing the amended Cannabis Act as efficiently as possible. We are committed to providing applicants with the clarity, resources, and guidance they need to successfully navigate the licensing process and meet the requirements of the amended Cannabis Act.”
The new licensing process follows statutory amendments that removed Rhode Island residency requirements, modified the Social Equity Applicant definition, recognized qualifying equivalent offenses from other jurisdictions, and required the Commission to establish new application periods after the previous certification and licensing processes were rendered null and void. These amendments were made to address constitutional legal challenges to the original legislative language and resulting court action that put the original licensing process on hold.
The revised licensing timeline includes the following key dates:
- August 7: The Social Equity Applicant Status Certification Interest Form becomes available here. Individuals who submit an Interest Form will receive a link to access the Social Equity Applicant Status Certification Portal and complete an application.
- September 11: Deadline to submit a Social Equity Applicant Status Certification application.
- August 7 through November 23: The Adult-Use Retail Licensing Portal will be open for all applicants to submit adult-use retail license applications.
To support applicants throughout the new licensing process, the Commission has also published a series of educational resources explaining the revised Social Equity Assistance Program, eligibility requirements, business organization concepts, and recent statutory changes. The resources include an overview of the Social Equity Assistance Program and guidance on business structure and ownership requirements. These materials are intended to help applicants better understand the program and prepare for the application process.
The Commission encourages prospective applicants to review the updated guidance materials and application information available on its website. Additional information will continue to be published as implementation progresses.
