The Green Brief: Rhode Island Cannabis Review Updates from the Rhode Island Cannabis Control Commission

As we move through 2026, the arrival of spring offers a moment of renewal and reflection while the Cannabis Control Commission continues our work within an evolving legal and regulatory landscape. Following the recent federal court order affecting the adult-use retail licensing process, we are taking thoughtful and deliberate steps to forge a sound path forward.

We recognize the time, effort, and investment that stakeholders have contributed to this process and understand the uncertainty this moment presents. The Commission remains committed to transparency, clear and ongoing communication, and to advancing a cannabis market in Rhode Island that is positioned for long-term stability.

Hemp Policy Update
In March, the Commission submitted its study on hemp-derived THC-infused beverages to the General Assembly, outlining recommendations to further support a regulatory framework focused on product safety, labeling, testing, and age restrictions. The study reflects a review of public health considerations, enforcement needs, and approaches in other states. You can view the study here.

At the federal level, the regulatory landscape for hemp continues to evolve. Recent proposals would allow states to regulate their own hemp markets and address synthetic cannabinoid products, while previously enacted changes are expected to narrow the definition of hemp-derived products beginning in November 2026, potentially impacting products currently on the market.

The Commission will continue to monitor federal changes and work with state partners to ensure Rhode Island’s approach remains clear, consistent, and focused on public health and safety.

2026 Legislative Session Mid-Point Update
The 2026 legislative session has included a number of bills related to cannabis and hemp, reflecting continued interest in refining and building upon Rhode Island’s regulatory framework. These bills span a range of policy areas, including updates to the Cannabis Act, medical program access, social equity provisions, and the hemp-derived product market.

 

As the session progresses, many of these proposals remain under review, with several having been held for further study or continuing through the legislative process. We will continue to engage with policymakers and provide technical input as requested to support clear, consistent, and effective regulation.

Cannabis Industry Data
The Commission has added new data resources to our website, providing insight into retail cannabis pricing trends in Rhode Island. This includes information on pre-packaged bud sales prices and average price comparisons across the market.

In the first quarter of 2026, Rhode Island recorded $29,537,928 in retail cannabis sales and $12,610,734 in wholesale transfers, for a combined total of $42,148,662 in regulated cannabis activity. The average transaction was $36.32.

As of March 2026, Rhode Island had 6,851 registered medical cannabis patients, reflecting continued participation alongside the adult-use market.

The Rhode Island Department of Health continues to lead public education efforts through its cannabis safety campaign, Rhode Island Responsible, which provides clear, accessible information on safe use, storage, and potential health impacts of cannabis. The campaign emphasizes informed decision-making, including responsible consumption, youth prevention, and understanding the risks associated with cannabis use. These efforts support a broader public health approach to cannabis regulation.
