Hello from the MED!

This issue of our newsletter highlights some of our recent work, from recently adopted rules that became effective this January, to new resources and reports we’ve made available on our website. Enhancing accessibility to data is important to us. For example, to see how market trends for regulated marijuana have changed throughout the years in terms of sales, prices, licensees, plants and more, check out our interactive MED Data Dashboard.

In this issue of In the Weeds, you’ll also find information about a financing opportunity offered by the Colorado Energy Office. And we continue to use this opportunity to spotlight members of our MED team. We are excited to spotlight Stephanie Cook in this issue, who oversees our business renewal operations and related services and recently led MED’s efficiency focus group meeting.

Before you dive into our newsletter content, I’d like to share a few reminders about our licensing services.

Licensing – Online Services & More

On Feb. 26, 2024, the MED held its first Licensing Efficiency meeting with stakeholders. This meeting focused on the Natural Person Finding of Suitability and license renewal processes and applications, as well as discussed the MED’s current work on a process that will allow licensees the opportunity to align their license expiration dates. A recording of this meeting, along with the meeting agenda, suggestion form and additional resources related to the covered topics can be found on the Efficiency Efforts webpage.

Don’t forget about our online licensing services, which we’ve expanded over time. With the exception of a few, all license applications, disclosures, and forms are available online through your licensee account with ML1, the online portal of the MED’s licensing software database. Currently, license reinstatements and accelerator applications are not available online due to system and other limitations, while all others are. Other applications which might benefit from non-standard fees (for example, social equity) must submit hard copy applications to determine the appropriate fee in real-time. And most recently, the Reduced Testing Allowance disclosure form is now available through licensees’ ML1 accounts.

In addition, we are delighted to report that the Grand Junction MED office has resumed offering in-person services as of Jan. 2, 2024. Appointments for Occupational Licensing can be scheduled on Tuesdays, Wednesdays, and Thursdays from 8 a.m. to 3 p.m. We kindly request that you visit the MED website to schedule your appointment.

The Division completed its annual permanent rulemaking last year and the new and revised rules went into effect on January 8. You can find the final certified copy of the permanent rules on the Rules page of the MED website.

Additionally, the Division has released two industry bulletins related to the new and revised rules: Industry Bulletin 23-09 Implementation of New Rules and Industry Bulletin 24-01 Reduced Testing Allowance Attestation and Certification Fee. These and all other industry bulletins can be found on our website.

Favorite thing about living in Colorado: My favorite thing is the seasons and how each season brings something new and fun to explore and enjoy from hiking in the summer to snowshoeing in the winter and all the sports throughout the year.

What’s the best part of your job?  My co-workers: they are hard working and amazing people who are constantly teaching me new things and make coming into work every day enjoyable and something to look forward to.

Something most people might not know about you: Most people don’t know that I am a huge basketball fan. I played basketball starting when I was 5 years old all the way through high school and have been a Denver Nuggets fan since I went to my first game at age 7.

Social Equity Findings & Opportunities Report

On Feb. 5, the Marijuana Enforcement Division released a Social Equity Program Findings & Opportunities Report based on regulatory experiences, research, and stakeholder input and feedback. The report organizes the Social Equity Program Advisory Work Group’s feedback into a summary of findings and opportunities that, if implemented, could promote program enhancements.

Similar to the Advisory Work Group, this report was not statutorily mandated. The opportunities outlined in this report reflect the findings and implementation considerations, including potential fiscal impacts.

Ownership Climate Survey Data & Findings Presentation

The Data and Findings Presentation shares results from the Ownership Climate Survey conducted by the Marijuana Enforcement Division. The survey was created to allow MED to better understand the experiences, challenges, and needs of Colorado’s marijuana business owners and help us identify potential areas where additional support might be helpful. This recording focuses on key areas of interest specifically related to the state’s Social Equity Program – including its influence, industry engagement, and potential opportunities for expanded support.

The Colorado Energy Office is offering free technical assistance to Cannabis cultivation facilities located outside Xcel Energy, Platte River Power Authority, and Black Hills Energy territories. The Cannabis Resource Optimization Program (CROP) assists cannabis cultivation facilities with reducing their energy consumption and utility costs. The program provides eligible businesses with a FREE ASHRAE Level 2 facility assessment. This will include a customized report outlining energy use analysis, benchmarking assistance, equipment upgrade opportunities, as well as utility incentives available.

To apply, cultivators must complete an application and submit it to ceoCROP@resource-innovations.com. Applicants will be selected on a first come, first served basis. Once their application has been reviewed, applicants will be notified within 2 business days. You can find the application for the CROP program here.
