Draft law maps the way for hemp, marijuana sectors to open up in St. Lucia this year
A draft cannabis law in St. Lucia aims to open up the markets for both marijuana and industrial hemp. The proposed legislation, recently released for public review, outlines regulations for the farming, processing, and sales of hemp products from both types of cannabis.
Emma Hippolyte, Minister for Commerce in the tiny Caribbean island nation, said she expects the bill to be presented to Parliament and enacted by the end of the first quarter of 2025, barring unforeseen pushback during a public consultation period that ends Feb. 7.

THE DRAFT BILL CAN BE ACCESSED ONLINE. THE DEADLINE DATE FOR FEEDBACK IS FEBRUARY 7TH.
The Ministry of Commerce, Manufacturing, Business Development, Cooperatives and Consumer Affairs has submitted the attached draft Cannabis and Industrial Hemp Bill 2025 for public review and comment.
The draft Cannabis and Industrial Hemp Bill 2025 has also been uploaded to the Ministry of Commerce’s website and can be accessed via the following link: www.commerce.gov.lc/resources/download/270.
Feedback on the draft Cannabis and Industrial Hemp Bill 2025 should be submitted to the Regulated Substances Authority via email: [email protected] by Friday 7th February, 2025.
