Germany: BLE: No approval of pilot projects likely until the federal elections

German Cannabis Business Association

2025-01-27 | Various municipalities are currently preparing research projects for the controlled sale of cannabis in specialist stores. Cities such as BerlinFrankfurt and Hanover have submitted corresponding applications, while the Federal Agency for Food and Agriculture (BLE) is hesitant to approve them. The pilot trials are scheduled to start in 2025, but it remains unclear whether a new federal government would stop them. However, when asked by taz, the BLE stated that it was unlikely to take any further action on the matter before the election. The responsible department is still being set up.

The CDU-led districts of Neukölln and Hanover are also taking part in the trials. City councillor Hannes Rehfeldt sees this as an opportunity for better data and more funding for addiction prevention. Despite the opposition of the CDU/CSU, he believes it is unlikely that the Consumer Cannabis Act will be repealed in the short term.
