As we reflect on the journey of Cannabis Regulators of Color Coalition (CRCC), it’s inspiring to see how far we’ve come since our founding in 2020. Born from the collective vision of ten pioneering women from cannabis markets across the country, CRCC was established with a mission to educate and support regulators, legislators and government leaders that aim to identify and eliminate ongoing racial disparities in cannabis policy. Our diverse group has grown over the years, and today, we are proud to support more than 50 members from across the country, working individually and collectively to shape equitable cannabis regulation. With key policy conversations happening nationwide, now more than ever, I am reminded of the power of collaboration and remaining steadfast in advocating for frameworks that truly deliver on the restorative promise of cannabis decriminalization and legalization.

Meet Shekia Scott
This month, we are proud to spotlight Shekia Scott, a dedicated pioneer in cannabis regulation and policy—and Vice Chair of the CRCC Board of Directors. As Senior Cannabis Industry Manager for the City of Boston, Shekia has been instrumental in advancing equity, shaping policy, and ensuring greater access for communities disproportionately impacted by prohibition.
As the first person in the nation to create and oversee a statewide social equity program, Shekia continues to be a driving force in establishing pathways for those most affected by the war on drugs. With a passion for social justice and economic empowerment, she continues to push for meaningful change in the cannabis industry.
She is often quoted saying “Equity is not a program” but furthermore “it is recognition of past and ongoing injustices, and a commitment to dismantling systemic barriers through lasting structural change, not just temporary solutions”.
We celebrate Shekia for her dedication and impact!

Marijuana Rescheduling Documents
Fuel Suspicions DEA Rigged Process – MJBizDaily
CRCC Board Director of Policy, Cat Packer, was recently quoted in MJBizDaily, shedding light on concerns that the DEA may have manipulated the marijuana rescheduling process to maintain control over cannabis policy.
“I don’t know that I expected a fair process or outcome.”
Packer, who also serves as the Director of Drug Markets and Legal Regulation at the Drug Policy Alliance and a Distinguished Cannabis Policy Practitioner in Residence at Ohio State University’s Drug Enforcement and Policy Center, was denied the opportunity to participate in key hearings on the issue.
Her insights reinforce long-standing concerns that the DEA remains resistant to meaningful policy change, despite growing support for cannabis reform.
