Job Description:
The

Oregon Liquor and Cannabis Commission (OLCC)

is hiring a permanent, full-time Accountant 2 to oversee the agency’s approximately $2 billion in biennial disbursement procedures to ensure legal compliance and efficient and accurate processing.

Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.

The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.

This position exists within the Financial Services Division. The Division provides fiscal leadership, analysis, forecasting, and accountability for the OLCC’s approximately $2 billion in biennial revenues. In accordance with generally accepted accounting principles, the division provides critical financial reporting, ensures OLCC-wide fiscal accountability, financial leadership, and prepares financial records in support of the OLCC’s mission.
Financial Services ensures appropriate oversight and review of the fiduciary role of the independent liquor agents’ activities by providing an external audit function over liquor receipts. Financial Services implements internal control policies to accurately record and report financial transactions. The Disbursement Unit ensures that the net cash flow generated each month from the agency’s activities is distributed timely to the state General Fund, Oregon cities and counties, the mental health, drug and alcohol treatment account, and the Oregon Wine Board to allow the continued delivery of services to the citizens of Oregon.
Together, these financial responsibilities represent a critical function for all levels of government across the state of Oregon (state, cities, and counties) in order to provide the third largest source of revenue to the state. The OLCC is responsible for developing the business administration requirements to efficiently and effectively operate a $2 billion biennial operation that distributes over $600 million over that same period every two years.
What are some of the supporting duties?
  • Reconcile two accounting systems that each hold different levels of detail, making sure those systems are in balance with each other and OLCC is in compliance with it statutory obligation in ORS 471.810(1) to make a monthly distribution to the State General Fund, Oregon Wine Board, Cities and Counties, and Mental Health Services.
  • Prepare supporting work papers and compile monthly financial statements.
  • Ensure OLCC follows the Oregon Accounting Manual and Travel Policies by reviewing payments at a high level for accuracy and interpreting and applying accounting policies and practices.
  • Review all budgetary disbursement documents for compliance with acceptable policies, rules, and laws.
  • Ensure the capital bond accounting and debt is posted accurately and timely in agency financials.
  • Effectively address agency risk exposure by ensuring monthly financial processes and capital projects are accurately accounted for.
  • Perform other duties as assigned by management.

What do you need to qualify? Minimum Qualifications:
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND two years of accounting experience equivalent to Accountant 1 work to include setting up ledgers, account codes and controls, and modifying accounting systems;
OR
A Bachelor’s degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND two years of related accounting experience equivalent to Accountant 1 work to include setting up ledgers, account codes and controls, and modifying accounting systems;
OR
32 quarter (21 semester) credit hours from an accredited institution in Accounting AND four years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts, and account relationships resulting in accounting entries.
15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.
