On Wed. July 31, 2024, the Liquor and Cannabis Board approved filing of proposed rules to implement Engrossed Second Substitute Senate Bill (E2SSB) 5080, related to expanding and improving the Social Equity in Cannabis program. However, the proposed rules have not yet been officially filed. The deadline for filing the proposed rules for publication in the Washington State Register (WSR 24-16) is Aug. 7, 2024. We expect to file the proposed rules before the filing deadline. Once the rules are filed a WSR # will be provided on the LCB’s webpage within the section for this rulemaking project.
If the proposed rules are filed on Aug. 7, 2024 for inclusion in WSR 14-16, the formal public comment period will begin, and it will be open until the public hearing scheduled for Sept. 11, 2024.
Please note, once the rules are officially filed, we will send a notification to all stakeholders that will include details of the public hearing, formal public comment period, and official documents filed in the Washington State Register.

The deadline for filing the proposed rules for publication in the Washington State Register (WSR 24-16) is Aug. 7, 2024. We expect to file the proposed rules before the filing deadline. Once the rules are filed a WSR # will be provided on LCB’s website within this rulemaking project’s information.
