Faced with the neglect of the national government against medical marijuana patients and seeking a solution to uncertainty, several provinces Argentines have taken the initiative to create their own records similar to REPROCANN. The last one is Mendoza, whose Chamber of Deputies approved yesterday the project of law that establishes its regulations regarding medicinal and industrial cannabis.
According Sun, the proposal was approved in Deputies with 42 votes in favor and only one against (having obtained 34 for and one against Senators), updating Provincial Law No. 9298.
With the creation of Provincial Registry of Cannabis and Industrial Hemp of Mendoza, is pointed to control, inspection and authorization of production, distribution and marketing from the plant, reports Andean site.

This new initiative will allow companies, civil associations, foundations, NGOs and patients of medical marijuana grow, produce, transport and market the plant within controlled parameters. To this end, a system of licenses to ensure traceability and monitoring of the cannabis value chain. The inspection of the projects of cultivation, production and industrialization of marijuana for scientific, medicinal, therapeutic and industrial purposes. Failure to comply with these standards will be increased through a system of fines, contemplating the circumstances and seriousness of each case.
Likewise, the project contemplates the implementation of training, education and awareness programs on medical marijuana and hemp for various groups involved, from the general population to law enforcement, plant producers and judicial officials. This seeks to combat the disinformation and stigmatization that continues to surround the plant despite its multiple health and industrial benefits.
On the other hand, a role is given to the impulse of I + D (research and development) to deepen the medicinal, nutritional, cosmetic, veterinary and industrial use of cannabis.
In addition, it is stipulated that the authority for the application of the regulations will fall to the Ministry of Government, Infrastructure and Territorial Development, who will articulate its functions with the Ministry of Production and the Mendoza Institute of Agricultural Health and Quality (ISCAMEN).
It should be clarified that these regulations completely excludes adult use (also called recreational) of marijuana. As the deputy emphasized Daniel Llaver (president of the Health Commission) on the premises, the use of medicinal cannabis “is specifically targeted for some pathologies, such as refractory seizures or chronic pain ”.
Although the deputy mentioned that it seeks to guarantee access to patients who have a prescription, still it is not clear if will be allowed the use of medicinal cannabis in a restricted number of conditions, or if it will be at the discretion of the health professional, as the REPROCANN national.
