I took the test, so to speak, and being an Australian institution they want to control just about aspect of cannabis to within an inch of its life, advertising, branding, THC levels and so on and so forth.
They appear to be in some sort of fantasy land that argues if you have an over regulated adult-use cannabis market people won’t
(as they already do ) head to the black market.
Look at the growth of Australia’s illegal tobacco market in recent years as a perfect example of what over regualtion and over-taxing does. It’s compounding the problem rather than moving towards a better solution.
Unfortunately the Pennington Insitute appear to be a following a path that will make a sensible regulated market that slowly reduces the black market nigh on an impossibilty and according to their stats more people who have answered the questions agree with me than with them
