This position will be split between the Marijuana Enforcement Division and the Natural Medicine Division.

Marijuana Enforcement Division

The Marijuana Enforcement Division (MED) is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. First formed in 2010 as the Medical Marijuana Enforcement Division, the MED has developed a leading-edge approach to commercial marijuana regulation and is considered a global regulatory and industry leader. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. The MED promotes transparency and innovation by utilizing a collaborative approach to engaging with stakeholders and by proactively and positively pursuing solutions to issues in a fast-paced professional environment.

Natural Medicine Division 
The Natural Medicine Division (NMD) is a dynamic and innovative regulatory agency tasked with implementing the regulated Natural Medicine program in Colorado. The Division implements legislation, develops and recommends rules, conducts regulatory investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. The NMD promotes transparency and innovation by utilizing a collaborative approach to engaging with stakeholders, being data-driven, and proactively pursuing solutions to issues in a fast-paced professional environment.

Job Duties:Administration & Management:

The Director of Licensing manages the work units responsible for licensing employees, owners, and entities seeking to operate according to the Colorado Marijuana Code and Colorado Natural Medicine Code. These work units serve a role in ensuring individuals and businesses meet and maintain compliance with statutory and regulatory eligibility requirements, including by assessing licensing, criminal history, and financial character. The position determines policies and guidelines for the implementation of licensing-related investigations, processes, and customer services in a manner consistent with statutes and rules to achieve the regulatory and enforcement goals of the Divisions and the State. The position develops staffing and procedures for the Division’s licensing functions across all offices, advises on and implements service enhancements, and determines the appropriate deployment of resources to support the Division’s mission and goals.

Policy, Legislation, and Budget Coordination

This position is the main point of contact to provide feedback and direction on policy, legislative, and budget matters that impact the licensing program. The position consults with other members of the Divisions and Department on licensing policies, legislation, staffing, service, and budget matters related to individual and business licensing operations. Provides analysis and insight throughout the legislative process related to licensing matters. Serves as a main point of contact on budget-related matters for the licensing program and Divisions. Provides direction and recommendation on Division spending, analyzes revenue, and contributes to forecasting discussions based on licensing data available.

Agency Liaison

This position serves as the main liaison for licensing-related matters of the Divisions to other government agencies, including but not limited to local licensing authorities, County Clerks, County law enforcement personnel, and other state agencies. Contacts will include obtaining intelligence information, coordinating investigations, developing joint policy, and informing memorandums of understanding between agencies. This position represents the Division before many groups including the Department’s Financial Services and Budget teams, members of the General Assembly, municipal and county governments, law enforcement, business establishments, licensee organizations, and other stakeholder groups engaged at the local, state, and federal level.

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Must meet one of the following or any combination of experience/education to meet the qualifications:

OPTION 1:

  • 10 years of professional experience in an occupational field related to managing the daily operation of multiple work units integrating those units with the agency’s mission and goals, developing and directing implementation of policies and guidelines, developing budgets, establishing staffing, addressing customer service matters, and directing the implementation of policies, rules, and regulations.

OR

OPTION 2:

  • Bachelor’s degree from an accredited institution in a field of study related to accounting, finance, economics, or criminal justice.
  • 6 years of professional experience in an occupational field related to managing the daily operation of multiple work units integrating those units with the agency’s mission and goals, developing and directing implementation of policies and guidelines, developing budgets, establishing staffing addressing customer service matters, and directing the implementation of policies, rules, and regulations.

OR

OPTION 3:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:The preferred candidate will possess the following qualifications:

  • Experience in administration for an organization including staffing and budget-related experience, and the development of internal policy.
  • Managerial and supervisory experience in a regulatory environment.
  • Experience implementing new programs or policies and evaluating compliance with regulations.
  • Experience coordinating with state or local government agencies.
  • Experience overseeing investigations and the use of case management systems.
  • Experience managing a high volume of physical and digital records and confidential information.
  • Strong demonstrated written and verbal communication.
  • Strong attention to detail.
  • Proficient with Microsoft Office and Google Suite.
